Bayelsa Signs Solar Panel Production Deal

Bayelsa State has achieved another milestone in its industrial development drive with the signing of a renewable energy agreement for the establishment of a solar panel manufacturing plant in the state.

The tripartite deal was signed between the Federal Government’s Rural Electrification Agency (REA), the Bayelsa State Government, and J Marine Logistics Limited, a subsidiary of the Dubai-based Jampur Group, which earlier supplied the state’s 60MW gas turbines.

The signing ceremony took place on Tuesday in Abuja during the 2025 Nigeria Renewable Energy Innovation Forum (NREIF) held at the Transcorp Hilton Hotel.

Governor Douye Diri signed the agreement on behalf of the Bayelsa State Government, while Mr. Mohammed Shafiq, Chairman of the Jampur Group, signed for the company. The event was witnessed by Vice President Kashim Shettima, who chaired the forum, Minister of Power Adebayo Adelabu, and REA Managing Director Abba Aliyu.

Under the terms of the agreement, J Marine Logistics Limited will fully finance and establish a 100MW renewable energy plant dedicated to the manufacture of solar panels in Bayelsa State. The company will also provide technical expertise, financial capacity, and international best practices necessary for the operation of a high-efficiency solar module manufacturing facility.

Bayelsa was selected as the project site due to its strategic industrial potential, logistics advantage, and skilled workforce, making it a suitable hub for renewable energy production in the Niger Delta and beyond.

As part of its commitment, the state government will provide land, planning and construction permits, and tax incentives to facilitate the establishment of the plant. It will also ensure access to key infrastructure, including roads, water supply, power evacuation, and security.

According to the agreement, work on the project is expected to commence immediately.
