Governor Dikko Radda of Katsina State on Tuesday presented the 2026 Appropriation Bill of N897.9 billion to the State House of Assembly, describing it as “the most participatory and people-focused budget in the history of the state.”

The budget, themed “Building Your Future III,” focuses on community-based development, education, healthcare, agriculture, and security.

Radda explained that the 2026 fiscal plan was preceded by a comprehensive ward-level consultation involving over 71,000 participants across 316 wards, ensuring citizens’ priorities shaped fiscal planning.

“Every project and initiative in this budget is designed to directly improve the lives of our citizens. We remain resolute in ensuring that governance reaches every corner of our state,” the governor said.

Sectoral Allocations

Education received the largest allocation with N156.3 billion, followed by:

  • Works and Housing – N117.1bn
  • Agriculture and Livestock – N78.6bn
  • Health – N67.5bn
  • Water Resources – N62.8bn
  • Environment – N53.8bn

These six sectors account for nearly 60% of the entire budget.

Radda also announced plans to establish a Secondary School Management Board to improve learning outcomes, stating that “the future of Katsina depends on an educated generation.”

Capital-Driven Budget

The 2026 budget allocates N730.1 billion (81.32%) for capital expenditure and N167.7 billion (18.68%) for recurrent costs — a 29.7% increase over the 2025 budget.

According to the governor, the fiscal proposal aims to eliminate implementation deficits and drive sustainable growth.

Performance and Security

Highlighting 2025 achievements, Radda noted a “bumper harvest season” resulting from policies that supported farmers with subsidized inputs and mechanization.

He reaffirmed his administration’s commitment to security, citing the success of the Community Watch Corps and collaboration with federal agencies.

“Our community-driven approach has restored peace in many local governments,” he said.

Commendations and Legislative Response

The Speaker of the Katsina State House of Assembly, Nasir Daura, commended Radda for presenting a detailed and visionary budget.

“Your Excellency, you have maintained steady economic growth and ensured that public resources are effectively utilized,” he said, assuring that the Assembly will give the budget “serious and patriotic attention.”

Governor Radda urged the lawmakers to expedite passage of the bill, pledging transparency and accountability in its implementation.
