Rivers State Executive Council Revokes N134bn Secretariat Contract, Orders CCECC to Refund ?20bn

The Rivers State Executive Council has cancelled the N134 billion contract for the reconstruction of the State Secretariat Complex earlier awarded to the China Civil Engineering Construction Corporation (CCECC) during the emergency rule.

The decision was reached during the Council’s meeting on Wednesday at the Government House, Port Harcourt, presided over by Governor Siminalayi Fubara.

The meeting was attended by the Deputy Governor, Professor Ngozi Odu, the Secretary to the State Government, the Head of Service, eight retained commissioners, and the Permanent Secretaries of the Ministries of Works and Education.

Contract Cancellation and Refund Order

After reviewing key contracts and policies implemented under the emergency administration, the Council directed CCECC to refund the ?20 billion mobilisation fee it had received for the secretariat project.

The Council also ordered a fresh bidding process for other revoked projects located in Opobo/Nkoro and Ogba-Egbema-Ndoni Local Government Areas, which were initially advertised in February 2025.

New Initiatives and Policy Directives

The Council approved the constitution of a six-man committee, chaired by Deputy Governor Prof. Ngozi Odu, to evaluate and recommend sites for Computer-Based Test (CBT) centres across the state.
The initiative aims to support external examinations and strengthen digital learning infrastructure in Rivers State.

In addition, the State Flood Committee, also headed by the Deputy Governor, was directed to take immediate action to mitigate flash floods in affected communities. The Council urged residents to avoid blocking drainage channels and to cooperate with government efforts to prevent recurrent flooding.

Focus on Job Creation and Social Development

The Council further approved new measures to address youth unemployment and realign government priorities in the areas of education, environment, and job creation.

Governor Fubara emphasized that the administration remains committed to transparency, accountability, and people-centered governance, assuring residents that all government projects will undergo due process and proper evaluation before approval.
