Edo State Governor, Senator Monday Okpebholo,
has announced plans to introduce a bill to regulate the activities of
scavengers and scrap dealers across the state as part of efforts to curb theft
and vandalism.
The governor made this known on Tuesday during
a courtesy visit by the new State Commandant of the Nigeria Security and
Civil Defence Corps (NSCDC), Akintayo Ayinla, at the Government
House, Benin City.
Okpebholo expressed concern over the increasing cases
of vandalism and theft attributed to scavengers, describing their activities as
unacceptable.
“The way they go about stealing irons and destroying
people’s property is not acceptable at all,” he said.
He disclosed that the state government would soon
propose a regulatory framework in the form of a bill to the House of
Assembly to guide and monitor scavenging operations.
“We are going to propose a regulatory document in the
form of a bill to the House of Assembly. When somebody is operating, he should
know his boundaries. If they go beyond that, they are fighting the government,”
the governor stated.
Okpebholo reaffirmed his administration’s commitment
to public safety and pledged full support to the NSCDC in efforts to restore
order and protect public infrastructure.
In his remarks, Commandant Ayinla commended the
governor for his continued support to security agencies in the state.
He acknowledged that while the scrap and scavenging
sector contributes to the local economy, it has also become a major driver of
vandalism.
Ayinla revealed that the NSCDC had commenced a census
of scrap markets and scavenging points across Edo State to establish
control measures.
He called on the government to designate specific
areas for scrap activities and enforce registration and licensing of
operators to prevent misuse of the industry.
“Without proper regulation, these activities could
escalate into vehicle theft and destruction of public infrastructure,” he
warned.
Governor Okpebholo expressed confidence that the collaboration between the state government and the NSCDC would help eliminate the menace of vandalism and ensure a safer environment for all residents.
