New Zealand Replaces Entrepreneur Work Visa with New Business Investor Pathway

New Zealand is revamping its business immigration system by closing the Entrepreneur Work Visa and introducing a new Business Investor Visa aimed at experienced investors.

The Entrepreneur Work Visa, which was designed for individuals seeking to establish new businesses, is now closed to new applicants. Immigration New Zealand said the visa failed to meet expectations, with application numbers remaining low and a high rate of refusals.

New Investment Pathway
The new Business Investor Work Visa will open for applications in November 2025. It offers two investment options:

  • NZD $1 million in an existing business ? a 3-year work-to-residence pathway.
  • NZD $2 million in an existing business ? a 12-month fast-track to residence.

Applicants may either purchase a business outright or acquire at least 25% ownership, provided the minimum investment thresholds are met. Both options lead to eligibility for the Business Investor Resident Visa, granting permanent residence in New Zealand.

Immigration Minister Erica Stanford said the move is intended to channel overseas investment into businesses that can create jobs, grow incomes, and sustain economic growth. “The goal is to bring overseas investment to maintain and create jobs, grow incomes, and breathe new life into existing businesses,” she noted.

What Happens to Existing Applicants
Immigration New Zealand confirmed that pending applications under the Entrepreneur Work Visa will be processed under the previous rules. However, applicants who choose to withdraw will not receive refunds for fees or levies.

Current Entrepreneur Work Visa holders can still transition to residence through the Entrepreneur Resident Visa, and those needing additional time may apply for visa renewals.

Wider Immigration Strategy
The new Business Investor Visa will complement the Active Investor Plus Visa, updated in April 2025, which targets high-value investors looking to inject capital into New Zealand companies. Together, the two visas provide alternative routes: one for purchasing and growing existing businesses, and another for broader investment opportunities.

The government also indicated that a future visa targeting startup founders with innovative ideas is under consideration. More detailed guidance on the Business Investor Visa, including requirements and comparisons with other investor pathways, will be released in October 2025.
